I watched a Discovery Channel (I think) show about that ship that lays the cable. It is a VERY expensive project to lay cable on the ocean floor. This particular show was about cable in South America, might have been Guatemala, and it was like $100,000/day lost if they didn't get their work done. I can only imagine what this cable might have cost going from New York to the UK.

As to terrorists or spying involving the cables, you should read Blind Man's Bluff. It was a best seller about the specifics of espionage involving the NSA and the USN. The book talks of things decades old ( Gwad thats hard to believe), think of what we must be doing today. Look up Navy Capt. James Bradley and the USS Halibut, or operation Ivy Bells. There is no secure way to transfer information, the only way to insure a secret is to forget it.

I read that, great book. That was back when signals went over copper. You can tap into those unobtrusively with inductance. Kinda hard to tap into optical fiber that way.
